In the latest turn of events, the Arab leaders proposed a $53 billion Egypt plan to counter Donald Trump’s idea of taking over Gaza and moving out 2 million Palestinians at an emergency summit in the Egyptian Capital Cairo.
According to BBC, the secretary general of the Arab League, Ahmed Aboul Gheit stated, “The Egypt plan is now an Arab plan”. He further underlined that “the Arab stance is to reject any displacement, whether it is voluntary or forced.”
The News agency further mentioned that a significant international conference is scheduled for next month to secure the substantial funds needed for this rebuilding project.
However, wealthy Gulf states seem prepared to cover part of the massive cost, but no one is willing to invest unless they are fully assured that the buildings won’t collapse in another war.
The Proposed New Plan
Unlike Donald Trump’s idea, the proposed plan goes beyond property development, emphasising politics and Palestinian rights.
In his opening remarks, Egyptian President Abdul Fattah al-Sisi advocated for a political solution alongside reconstruction, pushing for a two-state resolution—Palestine alongside Israel. While many Arab states and others see this as the only viable path to peace, Israel’s Prime Minister Benjamin Netanyahu and his allies reject it.

The proposal suggests that Gaza would be temporarily governed by a “Gaza management committee” under the Palestinian government, consisting of qualified technocrats. However, it avoids specifying Hamas’s role, vaguely referring to militant groups as an “obstacle.” The plan suggests this issue would be resolved if the root causes of the conflict with Israel were addressed.
